Partners For Patients NGO (PFP.NGO) is an independent, non-profit Legislative Patient and Physician Advocacy NGO pioneering a new advocacy discipline at the intersection of patient, physician, private-public, payors, parliamentarians, politicians (P8 Engagement Model) & constitutional law, model laws, legislation, public policy, and health diplomacy.
PFP.NGO is advancing evidence-based constitutional and legislative reform that strengthens health systems, protects patient rights, promotes health equity, and expands equitable access to prevention, early diagnosis, innovative medicines, clinical trials, precision medicine, and high-quality healthcare – including universal health coverage, market access, and post-clinical trial access to innovative medicines.
Unlike traditional patient advocacy organizations that primarily advocate within existing healthcare systems, PFP.NGO works upstream, where healthcare is ultimately shaped. A constitutional provision, legislative framework, model law, or public policy can transform national health systems, safeguard fundamental rights, stimulate innovation, strengthen economies, and improve the lives of millions of people. For this reason, PFP.NGO ensures that the patient and physician voice is represented not only at the bedside, but also in constitutional reform, parliamentary debate, legislative drafting, public policy development, and the highest levels of local, national, regional, and international decision- making.
A 5-Step HEAL (Health, Economics, Access & Law) Method
PFP.NGO has developed a distinctive model of Legislative Patient Advocacy – a unified, end-to-end methodology in which legislation is not the final product, but the centre of a pipeline that begins with evidence and ends with measured, certified improvements in population health. The methodology proceeds through five steps:
Step 1
HEAL Summits (Health, Economics, Access & Law): Convene & Seed.
As a trusted, independent convener, PFP.NGO brings together parliamentarians, ministers, senior government officials, constitutional and legal experts, regulators, judiciary stakeholders, academic institutions, healthcare professionals, researchers, patient organizations, development partners, philanthropies, multilateral organizations, and private-sector and industry leaders. These think-tank summits – together with structured validation meetings – combine grassroots engagement with patients, caregivers, clinicians,
and communities and grasstops engagement with senior decision-makers, transforming the lived experiences of patients into a shared agenda for reform.
Step 2
Research Institute: Generate Evidence.
PFP.NGO does not merely cite evidence; it generates and consolidates it. Through its Research Institute, the organization gathers all available data, produces original research, and rigorously characterizes unmet need, ensuring that every subsequent legal and policy instrument rests on a sound scientific and economic foundation.
Framework
The Legislative Framework — Co-Lead & Co-Author.
Steps 1 and 2 deliver the core of the model: an iterative procedural process through which PFP.NGO partners with parliaments, governments, and ministries to co-author constitutional provisions, legislative frameworks, and model laws across 50 thematic areas. On 8 September 2023, PFP.NGO signed a historic partnership with the Pan-African Parliament of the African Union to collaborate exclusively on 50 Model Laws over the next 25 years. The Africans Beating Cancer (ABC) Model Law serves as the first pilot of this approach.
Step 3
Education: Workforce Training & Capacity Building.
Laws alone do not treat patients. PFP.NGO invests in the health workforce and institutional capacity required to give new legal frameworks practical effect – training clinicians, regulators, administrators, and community health actors.
Step 4
Infrastructure Development.
The organization supports development of the physical, human, health information, public health, supply chain, and financing infrastructure that health systems need to deliver on their new legal mandates.
Step 5
Domesticate Laws:
Implementation & Health Systems Strengthening. Model laws achieve impact only when they are domesticated — adopted and adapted at continental, regional, national, local, rural, and community levels, including the regulatory pathways required for implementation.
Through implementation science and continued validation meetings, PFP.NGO accompanies this process from parliamentary chamber to community clinic.
Measured & Certified
The methodology is accountable by design. The HEAL Index Report provides independent monitoring and evaluation, measuring outcomes, equity, and access.
The HEAL Trust Mark certifies legitimacy, compliance, and transparency – giving governments, funders, and communities confidence that reforms are real, implemented, and delivering results.
